Ms. Burbank practices in all areas of employee benefits and ERISA compliance. She focuses her practice on health & welfare benefit plans, Section 125 cafeteria plans, short-term and long-term disability plans (including California Voluntary Disability Plans), COBRA, HIPAA, USERRA, 401(k) plans and qualified retirement plans. She also represents clients in IRS and DOL investigations.

Julie closely monitored the various health care reform proposals in 2009 and 2010 and is currently advising numerous large employers on the requirements of the Patient Protection and Affordable Care Act (the ?Affordable Care Act?). She is assisting clients with the design and implementation of the provisions of the Affordable Care Act that become effective now, as well as helping clients understand the additional obligations that will be phased in from 2011 to 2018.

She is a frequent speaker and has made presentations for the ABA, ALI-ABA, ASPPA, IFEBP, ISCEBS and the San Francisco Chapter of the Western Pension and Benefits Conference. Her topics have included Federal Health Care Reform, Cafeteria Plans, California Health Care Reform Laws, COBRA, Consumer Driven Health Plans, Domestic Partner Benefits, EEOC "Erie County" Regulations, ERISA Electronic Disclosure Regulations, HIPAA Portability, EDI, Privacy and Security Regulations, HRAs, HSAs, Medicare Part D, QMCSOs, the San Francisco Health Care Security Ordinance, USERRA, Voluntary Benefits, the DOL?s Voluntary Fiduciary Correction Program, and Wellness Programs. Julie?s article on QMCSOs was published in the Employee Benefits Journal. Her article on COBRA Continuation Coverage was published in the Employee Benefits Digest.

Julie was named by Corporate Counsel Magazine as one of "The Best Lawyers in America" in employee benefits law in 2008, 2009, 2010, 2011, 2012 and 2013.
