Deborah has been advising fiduciaries, and both public and private sector multi-employer, union and association plans for over three decades.

She has extensive experience assisting trustees and admin­istrators of the ERISA plans she represents to comply with ERISA and implementing DOL and IRS regulations. She has considerable expertise in evaluating plan investments in the new vehicles and with methods of fee calculations available to pension and welfare plans, and the basis upon which trustees make their selection of such investments. She has substantial experience in negotiating provider contracts that comply with DOL and IRS reporting requirements. Deborah has significant expertise in counseling trustees about fiduciary issues and in the selection and maintenance of fiduciary and other liability insurance.  She has assisted plan fiduciaries in devising legislative, contractual and plan design strategies to use in the highly regulated pension and managed care environments.

Prior to devoting her practice to employee benefits, Deborah practiced labor law and has litigated extensively in both state and federal court. In addition to representing pension and health and welfare plans, such as defined benefit, defined contribution and medical and disability plans, she has considerable experience representing large statewide and local legal defense plans and their fiduciaries.

As a member of the Employee Benefits Committee of the American Bar Association’s Section of Labor and Employment Law, Deborah has served as co-chair of the Public Employee Plans and Welfare Plans Subcommittees. She has been a contributing author to and a chapter editor of the ABA Labor Section’s Employee Benefits Law, published by BNA.
